On January 13, 2008, there will be additional parliamentary elections in two precincts in Karabakh. One of those precincts is the 4th precinct of Stepanakert, in which Ara Harutyunyan was elected as deputy before being appointed as prime minister. The elections in this precinct may be interesting due to the fact that the main competitor of president Bako Shakyan, Masis Mayilyan may run for parliament. The latter was dismissed from the foreign affairs deputy minister’s position after Bako Sahakyan was elected president, which was not welcomed by some political groups in Armenia and Karabakh. According to our sources from Karabakh, this suggestion has been proposed by the authorities and they have suggested Masis Mayilyan to support him be elected. Certainly, after the presidential elections in Karabakh it was clear that Masis Mayilyan had strong positions in Karabakh without the help of the authorities too. ... [full story]


A KGB atmosphere rules in Karabakh

Nagorno-Karabakh presidential candidate, Bako Sahakyan, has ended his pre-election campaign meetings in different regions of Karabakh. The candidate is currently in meetings in the capital city. His regular meeting on Friday was with workers of hospitals and clinics. Presenting the propositions of his platform, Sahakyan said that the platform is mainly aimed at social issues. As always, there were many people gathered at Sahakyan’s meetings, and rumor has it that there were far fewer people gathered in other places. This is understandable because, as analysts say, all available administrative resources are being used. Unlike this candidate, there are always impediments for the meetings of the other frontrunner, Massis Mayilyan. That is why they are forced to work “secretly”, because by knowing beforehand about the meetings, some people try to lead them to failure. With these facts, and other violations, Massis Mailyan’s pre-election headquarters has filed an application to the Nagorno-Karabakh...

- Mr. Mailyan, how do you explain the fact that you and Bako Sahakyan were the government candidates for the Nagorno-Karabakh presidential elections? - There are many government officials who share my opinion that there is a need for serious and radical reforms in the country. There are also conservative government officials who find that there is no need for reforms. The latter, in my opinion, form a minority. By varying the concepts of “rulers” and “state”, it should be argued that there is a candidate of the existing rulers and a representative of the state system. It should also be understood that the essence of the upcoming Nagorno-Karabakh presidential elections is not the confrontation of government and opposition, rather the presence of an alternative approach towards the elections. That alternative is based on the different approaches of the candidates towards the prospect of development of the country and the elections themselves. Two candidates have started an active campaign

As is known, starting from June 20 the campaign for president has been launched in Karabakh. Starting from the first day, numerous meetings and rallies have been held in different areas of Karabakh. On the first day, all five candidates had an opportunity for an appearance on public Karabakh TV and Radio. Only three of the five had appearances - Masis Mayilyan, Vanya Avanesyan and Hrant Melkumyan. As to the two others - Bako Sahakyan and Armen Abgaryan - only ads were shown. During his broadcast on Artsakh Public TV, an Artsakh State University professor, Vanya Avanesyan, said that the most actual issue of nowadays is the social condition of people. For that reason, he pledges to fight against corruption and abuse of power. He also said that he’s going to restore justice and fairness in all the regions of the repubic. Many are still undecided

From now on, citizens of Karabakh will no longer see the line reading “I am against everybody” when they cast their ballots during elections. This and other amendments of the Karabakh Electoral Code have been approved during the April 25 session of the Karabakh National Assembly. After the first approval of the bill, ten proposals were made to the National Assembly’s State/Legal Issues Committee, of which nine have been approved by the authors of the bill. The vote with the new ballots is coming up soon. Citizens of Karabakh will vote for a new president on July 19. As for now, there are three presidential candidates, including head of the National Security Service of Karabakh Bako Sahakyan, professor of Artsakh State University Vanya Avanesyan, and president of the Communist Party of Karabakh, Hrant Melkumyan. On the threshold of the presidential elections, there have been amendments made to the law on the “Securing of Services, Salary, and Security of the President of Karabakh”...

Two Karabagh presidential candidates

It seems as though the pre-election period is beginning to “warm up” in Karabagh. Two candidates have already announced that they will run in the 2007 presidential elections of Karabagh. The first to make the announcement was Deputy Foreign Minister of Karabagh, Masis Mailyan. As for head of the National Security Service of Karabagh Bako Sahakyan, he told the “Free Artsakh” paper on April 14 that there is a good chance that he will run. With regard to the possible candidates of the presidential elections, Sahakyan mentioned that that is a very responsible decision for anyone who understands that the post of president is not as much a political advantage as it is a huge responsibility to the people and the destiny of the state. “We have recently met with leaders of influential political parties and NGOs. “Naive” Lori residents

The main topic of the conversation of Lori residents is currently the pig plague, which has become quite wide-spread recently. The second topic is the murder of the prosecutor, related to which they avoid giving clarifications by preferring to wait the official police statement. 19 bln 402 mln dram to be given to Karabakh

The Government of Armenia has defined the sum of annual credit given to Karabakh in 2007, which this year amounts 19 bln 402 mln dram (4,4% of the budget). Apartment building for officers

The Karabagh Defense army (DA) continues to build apartment buildings for the officers of the army. The opening ceremony of one of the apartment buildings took place in the Martuni city. This is the second building constructed for the families of officers of the Martuni region. Commander of the Defense army, general/lieutenant Seyran Ohanyan, head of the regional administration, the mayor of Martuni and residents were present during the ceremony. The Commander congratulated the officers and their families and personally gave them the keys to the apartments. He also said that the state had provided 4.5 million drams in 2005 for the construction of houses for the families of deceased soldiers and 7.5 million drams for the homes for officers; in 2006, 6.5 million drams was spent on the families of the deceased soldiers and 1, 2,000,000 drams on the officers. The one, two and three bedroom apartments of the newly constructed apartment buildings are comfortable and the kitchens are furnished with up-to-date appliances....

The construction and reconstruction of roads in Karabagh are implemented not only with financing from the state budget, but also the money provided by benefactors. The Goris-Stepanakert and North-South highways constructed by the donations of Armenians everywhere during the “Hayastan” All Armenian Fund’s telethon are proof of that. True, a part of the North-South highway is still under construction, but as they say, the people of Karabagh don’t lose hope. The Karabagh National Assembly session took place on November 1. During the session, the only topic on the agenda was the rereading of the Karabagh Constitution plan. Chairman of the Karabagh National Assembly Ashot Ghulyan said that after the first read and public discussion, the National Assembly has received a number of suggestions, including 127 suggestions from factions and independent MPs. After confirming the agenda, head of the constitutional draft committee and chief prosecutor of Karabagh Armen Zalinyan made a speech about the proposals. After the speeches and exchange of opinions, the MPs passed the draft of the Constitution of Karabagh, which will be put up for public voting. The day of the referendum will be decided by the order of the president of Karabagh. Only 31 MPs out of the 33 MPs were present during the session, of which 29 were in favor of the draft.
