The Konrad-Adenauer is the German Christian Democratic foundation, which during the past years spread its activities in the South Caucasus as well. Although it is connected with the Christian-Democratic party it doesn’t depend on the party. And as the head of the South Caucasus office of the Konrad-Adenauer foundation Katja Christina Plate says it is not a party but a political foundation, the purpose of which is to support the expansion of democratic values. - The Konrad-Adenauer foundation started its activity in the region in January 2008. We have offices in Yerevan, Tbilisi and Baku. In South Caucasus we work in 4 main sectors. The first one is cooperation with the counterpart political party. The second sector includes work with mass media. We work in the direction of providing methodic knowledge on media management, examination of the legislative field. Yesterday PM Serzh Sargsyan had a meeting with over 70 students of Armenian state and private universities. PM Sargsyan told the students that he had invited them to ask their opinion about the budget of 2008. “At least the priority goals in the budget will become reality in several years. Furthermore, in several years you will be either the beneficiaries of those results or, let’s hope God will not let it happen, the losers in case the results are negative. In any case, you will be the participants of that process and your opinion is very important,” said Serzh Sargsyan and promised that in 3-5 years Armenia would become a country with medium European level. “Everything that attracts people to migrate to other countries should be created here; we should do our best to create it here. The problem is that it is not possible to solve all problems at one time,” he said. ...

At the end of last week the Teacher’s Day was celebrated in Armenia, and on September 1 - the Knowledge Day. A number of high rank officials made statements and congratulated schoolchildren, students… They spoke beautiful words about the importance of knowledge, but still there are many problems in that field. In our country there are many problems for education and preparing qualified specialists, included artificial obstacles. For instance, such obstacles are created for the students, who have left for other countries in the framework of students’ exchange programs (in the given case we mean the male students). Thus, a number of programs are organized by the ministry of education and science every year, which winners are to make corresponding contracts with the ministry, represented by the minister, and that person is officially sent to the given university. According to the mentioned contract, the student undertakes to study well, not to violate the laws of that country and return to Armenia...

The fact that the ministry of education, together with the newly established knowledge test center, made the admission exam tests, which in fact were, politely said, wrong, and in reality illiterate, caused the sorrow of many people. It also caused their surprise. It’s not the first year that the exams of the Armenian language have been organized through tests. And it’s strange that our chinovniks succeeded in marring the joint exam system. Now we are facing a new threat. Next year, two more subjects are going to be tested jointly. However, in the aspect of contents, our higher education system is not ready for that. Till now I thought that only the humanitarian subjects’ tests have an illiterate and incorrect form. My friend, who’s a math professor at the university, offered me to take a look at the new math tests. He warned me that from time to time it would replace humor literature. The reason for the bad quality of education is the old educational model

This is what Finnish expert Pasi Sahlberg, who has international experience in more than 35 countries in the training of teachers, school administration, and policy consulting in educational reforms, thinks. “Each educational system has its problems. After visiting Armenian schools and universities, I would separate the old model of instruction as one of the issues of the Armenian educational system,” said Sahlberg, one of the experts invited to participate in the “Education-2015” conference, during a private discussion with “168 Hours”. According to the chief expert of the education policy of the European Training Fund, this model of instruction no longer supports the securing of the quality of education. “School principals and teachers must enjoy more independence so that the latter may be able to not only work under the systemized regime, but also apply their own methods,” says Sahlberg, adding that in Armenia the small financial resources impede the fast...

High school graduates who took the graduate and centralized Armenian language examinations on June 1 were surprised to see changes in their grades on Monday. In most cases, the grades were raised by one point, without any appeals. Citing the Ministry of Education and Science, according to “A1plus”, the changes were made by the decision of the appeal committee after the discussions of the group of experts adjunct to the committee. Many experts from the Academy of Fine Arts and Yerevan State University and teachers of different schools have analyzed not only the appealed tests, but also the other tasks. The appeal committee has reviewed the grading of the 19th and 22nd tasks of the test. These tasks were what caused the disagreements and appeals of the high school graduates and parents. According to head of the education department of the Yerevan municipality Onik Vatyan, this year, once again, the spring and winter vacations have been grouped into one winter vacation, starting from December 25 and ending on Janurary 21, 2007. The school year will end on May 25, 2007. These days the department is discussing the 2007-2008 school year plans, according to which the state will provide funding for the reconstruction of 32 schools next year. It is worth mentioning that the amount provided is three times more than that of 2006. ...
Warning for putting people under stress

Presses have already touched upon the humiliating “trickery” of universities after August 24, when applicants had read their names on the lists and then had come to see that their names were excluded. This led to the protests of the students. The state admission committee has already discussed this issue. Based on the press release of the Ministry of Education and Sciences, the state admission committee has given a warning to head of the accumulation center Ruben Topchyan for making errors in the computer-based program. Nearly 30 of the students who had their names taken out of the lists have been offered to take distance studying with their chosen professions. Based on different sources, the number of these students is 100, while the state admission committee mentions 30. The RA education minister, Sergo Yeritsyan, visited the food production college of Yerevan yesterday where he said that the ministry of education was not a political body and would be grateful to anyone bringing him an example when any representative of their party (“Rule of Law”) had been appointed principal of a school. “About 4-5 directors of colleges may be representatives of “Rule of Law”, but this is not the case in schools”, assured the minister. According to our sources, there has been such a case this year: representative of “Rule of Law” Galina Vasilyan (physical education teacher) was appointed principal of a school in the South-Eastern district of Yerevan. It is quite possible that they may appoint their colleagues directors of some schools, where currently there are a principal vacancy (# 77, 68, 64, 47, 29). ...
